Don't snipers have some sort of silencer on their weapons? I heard the weapon he is using is fairly loud. Doesn't make a lot of sense to be using a loud weapon.
Most silencers have a small effect on the accuracy of the bullet. He either doesn't want that or he just doesn't care who hears. On the trace of the bank account - I believe he could set up a Swiss account. And I'm not sure the Swiss would help you out when he transfers or withdrawls the money. I too am confused as to why the FBI has not gotten involved since he has committed his crimes in multiple states. I'd even bring in the army on this one - whatever it takes.
silencers wouldn't work with the weapon he is using (other than possibly masking the initial report to a small degree--it might make it more difficult to pin-point where he is, but it probably wouldn't be worth it to him to carry around the added weight) The reason a silencer woudn't work is that modern ammunition tends to travel faster than the speed of sound in air (about 300ms-1), giving each bullet a sonic boom. Hence, silenced firearms must somehow reduce their muzzle velocity below 300ms-1. By comparison, an .223 has a muzzle velocity of about 945ms-1. Most silenced weapons use subsonic ammunition, and their use is greatly exaggerated by Hollywood. Silencers also tend to be quite a bit larger than what you've seen on TV. Subsonic ammunition is NOT a good choice for snipers....It's effective range is usually not very far.

Actually, I think the FBI is involved. I heard a report (on NPR or somewhere) that this sniper crisis is the first time law enforcement has put a post 9-11 plan into action to coordinate different agencies in reaction to a crisis. The reason you see the Sheriff (or whatever) all the time is that he was "elected" to be the unified voice of all the agencies since he was the first official to address the press. I could be wrong as I'm just paraphrasing what I remember.
A reporter asked the Chief Moose why he is so polite to the sniper. Is it just me or is that a stupid question. What does this reporter want the chief to do? Yell and scream that we're going to get him? This question makes no sense to me. It seems to me like he is trying to keep the communication lines open and keep from upsetting this psycho any more than he already is.
