All 29 GMs voted in this survey. When asked who are the NBA's top 5 players regardless of position, they answered:

    1.Shaq - 100% of the GMs
    2.Kobe - 100% of the GMs
    3.Tim Duncan - 88.5% of the GMs
    4.Jason Kidd - 73.1% of the GMs
    5.Tracy McGrady - 61.5% of the GMs

How the hell does Duncan not get 100% of the GM's votes. That's just plain wrong.

    Here is the whole article:

ALL 29 GMS gave the same answer to those two questions in a survey conducted by nba.com, the league’s official Web site.
The opinions were more diverse on other questions.

Kidd got 100 percent of the vote as the top point guard, while 69 percent viewed him as the best passer, and 27 percent said he has the best ballhandling skills and basketball instincts. Kidd also scored high in the category of most desirable player to watch.
Kobe Bryant and Reggie Miller finished ahead of Michael Jordan as the player most likely to make a last-second shot if the game depended on it, while Darius Miles, Richard Jefferson, Rashard Lewis and Jason Richardson were named most likely to have breakout seasons.
More than 60 percent of the general managers believe the Lakers will win a fourth straight title this year. The Sacramento Kings finished second with 31 percent.
Among other questions in the survey, along with the leading vote-getters:
—Who is the player most likely to become a head coach? Mark Jackson (44 percent).
—If you were starting a franchise today and could sign any player, who would it be? Shaquille O’Neal (64 percent).
—Who has the best fundamental skills? Tim Duncan (46.2 percent).
—Who is the best pure shooter? Ray Allen (34.6 percent).
—Who is the best defender? Gary Payton (46.2 percent).
—Who is the most versatile defender? Kevin Garnett (23.1 percent).
—Who is the most underrated player? Steve Nash (16 percent).
—Which country other than the United States is most likely to produce the most NBA players in the next decade? Yugoslavia (87 percent).
—Which team would you most like to see play? Sacramento (44 percent).
—Which player would you most like to see play? Kobe Bryant (26.9 percent).
—Which team will be most improved this season? Atlanta (47.8 percent).
    — Who are the best five players, regardless of position? Shaquille O’Neal (100 percent), Kobe Bryant (100), Tim Duncan (88.5), Jason Kidd (73.1), Tracy McGrady (61.5).

The answer to your Duncan ? can be answered by the Kings contingent. They would have you believe Webber is better than Timmy. These factions are dangerous. A similar faction successfully lobbied Allen Iverson into the MVP award.

Why would they consider Atlanta to be most improved this season? Didn't some say the same thing last year? I think with how bad the Rockets were last year, with healthy players, we should definitely be most improved.

You're right. Iverson's the best player to ever barely shoot over 40 percent in league history. No GM in his right mind would trade "MVP" Iverson for the reviled Kobe.

Anyone who thinks AI is better than Kobe is nuts. There's no legit argument for saying Iverson is even anywhere near Kobe. Let's see, Allen averages 30 points on 35 shots a game; Kobe averages 26 points on 15-20 shots a game. And that's just the beginning. Kobe's a better defender, rebounder and passer, and he's a more clutch player.
