Yeah. Like spatial dimensions are dimensions in which the distance between physical points is measured, dimension of time is a dimension in which the distance between events is measured.
Assuming whoever you're explaining this to was familiar with space, you could say that time is like another dimension of space, but with an arrow that defines the one direction in which you can (and must) travel.
