As soon as Kingwood residents agree never to drive into the city of Houston again.

 

I'm willing to bet the 60,000 Kingwood residents contributed a lot more to Houston's economy through productivity and taxes than they cost the city in services prior to annexation.

Houston's now responsible for a great deal more of Kingwood's services than they were prior to 1995.

But I don't want to derail this thread with a rehash of the annexation issue, especially since you probably know a lot more about it than I do.
