Miggidy, The reason why some teams (like the blazers) are way over the cap is this:. The NBA Collective Bargaining Agreement is structured to encourage teams to re-sign their own free agents, especially players that have gone three or more years without changing teams via free agency. The most lucrative of these "encouragements" is the Larry Bird Exception, whereby a team can sign a player up to the maximum allowed (usually between $9-$11 million) even if they are over the salary cap. Using the larry bird exception ,it is easy to see how a team like the blazers (and the rockets) can be so far over the cap. Especially teams who either pick up players via trades, who still have bird rights, and whose contracts expire in the near term(Steve Smith is a good example of this) or sign rookies to maximum deals after their original contracts expire. The kicker is, in order to discourage teams being so far over the cap, a "luxury tax" will be introduced starting soon that will basically taxes teams for being over the cap.
