    I'm pretty sure that 95% goes to 100% when you're dealing with lottery picks. It's only the really low 1st rounders where the team feels the player is not worth the slotted salary.

    Otherwise, considering lottery picks are severely underpaid by free market standpoint, lowballing them is stupid beyond belief.
