Im sorry i still dont understand all the homerism for DM. Other than the draft, he has done zero to increase our chances of winning another title. In my opinion hes a below par GM and none of the praise he gets makes sense to me.

I don't think so. A franchise tag would only impact one player per team, a tiny minority. Also look for max contracts to be reduced in length. Probably by one year. Both changes are desperately needed and will have overwhelming public support. Since the players will run out of money before the owners do, I expect things to wrap up pretty quickly.
