Seattle trades away 4.1 million (I'm assuming Seattle signs Lewis to early bird, because that's the only reason a sign and trade would happen) and takes on $0 (picks, and first rounders count as zilch) They're trading down, always allowed. 2. Chicago trades $0 (Fizer) takes on 4.1. They're under the cap, it works. 3. Rockets trade $0 (Collier/pick), take on $0 (Fizer). It works. But, there is one problem. The trade exception makes no sense. It can ONLY be used to take on more salary, not just handed around for a pick. EXAMPLE: We could trade it to Seattle with Carlos Rogers (2.6 million) for Horace Grant (around 6-7 million). So, cap wise, if you take out the 4.5 it makes sense, but the deal itself makes no sense, as Chicago has the cap space to sign Lewis on their own, and not have to give up Fizer.
