Not necessarily, I was hired by HP for a summer internship after a telephone interview (I'm in Los Angeles). If you're from out of state and the position is technical, then I think your resume/GPA should be able to get you hired as long as you don't come across as a nut-job over the phone. If the job doesn't require you to interact with customers and/or senior management I would say a phone interview is just as good as a face to face interview.

If it is a phone screen with HR, don't worry about asking too many questions at the end. They won't know the answers to non-basic questions and they just want to screen you and then will pass along the resume and write-up to a hiring manager if you pass their screen. In fact, just ask what the next step is or when you will hear back if you get the feeling they are just going through their list of questions and will get annoyed if you drag the conversation on any longer.

Be sure to reschedule it to a time that is 100% convenient to YOU. Don't let them hold you down by scheduling a time that's only convenient for THEM.

Talk about your package...err...I mean your skillset. I'd research their mission statement and try to point out examples where your skills fit in with their goals.

This is not an HR interview, and I don't have class for the time being. The company doesn't really advertise itself very much, maybe the reason why they are good at what they do.
