then... as a family member... shouldn't it know enough to care enough and be able to act accordingly, to come to your defense when you're threatened... or it's place with you is threatened...?

unless, of course you're mainly interested in small lap dogs... a grown dog's position in your family isn't exactly that of your 10 year old younger brother... it's a capable animal... that should be able to protect you when required...

I'm not arguing for an extreme... but for a well understood balance of behavior from the dog... to know when to be friendly and gentle, and when to attack in your and it's own protection...

Without a doubt an owner problem. The owner should be fined and pay all your vet bills. It is not the dogs fault that it has not been properly taught/trained right from wrong. The phrase "spare the rod, spoil the child" works for dogs as well. Irresponsible dog owner make me sick, just like bad parents. If this was a first offense I would not evict a person from the apartment complex but it does not seem to be an isolated event. It maybe time for the tenent to leave if it was my building. sorry to hear the your dog was attacked

That very well maybe the case. If I had pitbull or rott then I would probably agree that it should be trained protect the owner in a scary situation.

However, our dog is a 10lb teddy bear. Its not, nor ever will be trained to do anything except be friendly and play. Of course the dog in him still comes out if he sees a stranger. He'll start barking, but will be as far away from the stranger as possible.

Ours is a 10lb lap dog. He will start barking if a stranger ever comes over or someone knocks on the door. But I wouldn't expect it to protect us from any harm, quite the opposite actually.

I think in this situation if management doesn't do anything, you need to bring the insurance company who insures the apartment complex into the fold. I can tell you being in commercial insurance that the insurance company will want no part of a rottweiler that has a history of dog bites being on the apartment complex's premises. They are the one that will force this issue if the land lord will not. If it were me, and you want something done about it, tell the apartment complex that you want to file a claim against their general liability insurance company. Believe me, things will happen for you after that.
