You have no idea whether or not he thinks that. Not standing pat could mean anything. Adding a lottery pick isn't standing pat. Using the MLE isn't standing pat. When he was talking about all-star players, he was defending the team's strategy of continuing to count on Yao being healthy. Basically he was saying you need all-stars to win so hoping Yao gets back is what makes sense.

You also missed the part about acquiring Camby to play with Yao, until he fully recovers. Morey said those type of players won't make a big difference in winning a chip, that you need an all-star level talent. Rockets are not standing pat. It is clear that he wasn't talking about Yao, but about acquiring Camby or other non-allstars.

There is some people here that overrate Brooks, in my opinion, and then talk about Yao as "a star talent". Like Brooks, right? At a similar level, different positions. Surely Yao was last year the best big man in the league, at least the most influential offensively for sure. And this year we have proven his defensive value... If this is not an elite talent among the big men, don't know what it is.
