I didn't see any low flying pelicans in that video. Looks like insurance fraud to me.

Considering the abundance of camera phones and pocket digital cameras these days, plus the fact that it was the rarest production car on the planet driving out there on the open road, I'd say chances are fairly decent. Not great, but really...not surprising that someone caught it.

I think TMZ or some other site slowed the video down and showed what could possibly be a bird or something zip in front of the car at some point. It wasn't confirmed if it was a pelican or seagull or what, though.
