It’s hard to figure out what he’s even implying. I don’t know that much about Dobbs but I do know that he used to go on about how the 9/11 terrorists entered the US from Canada, when in fact not a single one of them did, and I remember him going on about how the big power outage that hit the US northeast and Ontario in 2003 was caused by a problem in Canada, when in fact it was caused by a problem in Ohio.
