I guess you have to consider the ultimate contribution that player has brought to the organization that picked him initially. That's why you'd call him the best pick. If one would want to rank a player's abilities or achievements, might as well just rank them as the Best Players (of certain position or so). Given my assumption above, Shaq definitely does not deserve the Best No. 1 pick overall. Tim Duncan will have my vote, honourbly mention Hakeem the Dream.
