where [x] = integer between 1 to 60 (31 to 60 being second round picks)

Help me out here. I'm hoping we arrive at a comprehensive and consensual list of the best number 1 to 60 picks. The ones I have listed are just ones from the top of my head. Pretty sure there's probably a better number 1 or 2 pick out there (or not).

I guess you have to consider the ultimate contribution that player has brought to the organization that picked him initially. That's why you'd call him the best pick. If one would want to rank a player's abilities or achievements, might as well just rank them as the Best Players (of certain position or so).

Given my assumption above, Shaq definitely does not deserve the Best No. 1 pick overall. Tim Duncan will have my vote, honourbly mention Hakeem the Dream.
