That doesn't make any sense. Let's say country A 's bottom 20 percent score a 2 on some metric. But the other 80 percent score a 10. Country B scores a 2.1 on all 100 percent of its population. You're saying Country B is better? I don't think simple black and white analogies work here. Are there inequities that should be addressed? Yes. Is the welfare of the top 80 percent (ie. those with healthcare) to be totally discounted? Of course not.
