The innate thing honed with years and years of practice, you don't take a 20 year old with no point guard experience and turn them into Oscar Robertson by giving them the reins of basketball team. All those guys had mad props growing up AND the ability to learn from their experience, and react quickly with their knowledge of the game. You're right, it's too late for the current Rockets, let's rebuild again.
