Spending billions on 'AIDS programs' in Africa is simply a ploy to get into the good graces of natural-resource rich governments in Africa, which in turn will allow the US access to oil/gas/coal/uranium/iron ore development activity on the continent. Those vital resources are definitely of national security, particularly as the world competes for them. Aid to Israel is obviously, in part, aimed at protecting national security interests in the Middle East. You are just too inexperienced and simple to put together the pieces.
