If you think Tracy has never had good teammates to work with, you really ought to go back and take a gander at some of the ones Francis had. Steve Nash couldn't have gotten more out of those teams.
Maybe it's me, but there's got to be more to the story here. I'm not saying Steve was ready and willing to play, but this decision was a little out there. I really think Rockets management approached Steve and asked him to retire and he declined. The whole "I've got another 4 years in me" comment resonates within me. I think Morey asked Steve to retire, I really do. Maybe it's just what I need to believe to have faith in this organization once again...

A lot is about not getting into luxury tax I think...lux tax (LT) = whatever amount over LT cutoff x 2. And NOT getting ANY of the LT back for yourself. Like someone said, if the Rockets stay under LT they get back 2 to 4 million back in distributed LT. The Rox can get Deke who fills a more immediate need, and get 2 to 4 mil back from other people's LT. Bottom line business is cold like that. Once it was deemed Francis wasnt going to get the approval of the coaching staff, or he wasnt gonna do what it takes to play and ignite the fan base, much easier call to make. I worked at a place where the owner got all fidgety and budget minded, and had the operations manager hire cheaper labor getting rid of long term more knowledgable but higher costing people to make room for it. The long term people said a big screw you to the operations manager, but it really wasnt his call. Just had to work under the conditions the owner suggested. This Rover16 guy doesnt know what he's talking about.
I WAS a fan of Stevie when we had him the first time around. Amazing athletic ability and heart - just lacking on the BB IQ. When he came back I was hopeful, but didn't think there was much chance of it panning out. Sorry to hear I was right. When we are a PG down (to injury) and they are suiting up everyone else to cover but SF doesn't even sniff the court - the writing's on the wall. If he couldn't even beat out Head... The only thing I'm disappointed in is that we got so little in return. I was hoping that we'd package Francis and Head and get someone (at least) serviceable in return. I think it was a wise decision for this trade, we now have the ability to sign Deke which would be awesomee. The Franchise is over.
SF dumped the (Vancouver) Grizzles several years ago. The Grizzles may want a revenge now by putting Francis in the doghouse.
