If you think Taste of Texas is too expensive then you probably shouldn't be going out for steak. The best I've had in town was at Ruth's Chris. Pappa's was also pretty good, but I liked RC more. Based on this thread I'm gonna have to try del frisco's.
Im in the exact same boat. I recently had Del Friscos recommended to me. I enjoy Ruth Chris' the most as there is nothing in town like that first sizzling bite of the bone in rib eye. However, if you have a budget go to Papa Bros. and order the 'Bar Steak' and a side of mashed potatoes and your set! The 'Bar Steak' is a smaller more affordable option to the steaks on the menu. You get all the taste, but dont have to walk out of there feeling all bloated (except for your wallet!) Im not sure if anyone else offers 'bar steaks' but if they do please let me know. Im also a big fan of Perry's (partly because of NW convenience), but some of their dishes are a little too fu..fu..fusion and way tangent of the classic steak house dishes I prefer. However, Perry's seasonal (call in advance!) fried lobster appetizer is to die for.
If you want something cheap, go to Saltgrass, I guess. If money isn't an object, Pappa's is my favorite. Del Frisco's is great, but I have not dined at the one in Houston Flemings is good as well. Smith and Wolensky is terrible and overpriced (but their bar is great)
If Taste of Texas is too expensive, you might be in trouble. Try Texas Land and Cattle off of 6 just north of 10.
I've been there three times for business, and each time everyone thought the steaks were pretty bad. They tasted like $10 steaks...so I guess that isn't terrible but it isn't very good
For affordable steak I like J. Alexanders off of Westheimer and Wilcrest. The Steak Maui is pretty darn good to me. I think the steak is something like 25-28 bucks? It's the same steak that Houston's has. I don't recall what Houston's calls it and how much they charge for it. It's basically marinated pineapple juice. tastes good to me!
I 2nd that notion. I had my birthday there this year. The service is great and you can choose your own steak for them to cook. They gave me a slice of birthday cake too!

Houston's filet is made of win. If I were going tonight I'd go there. America's also has a good steak (it has been a while since I went, but used to be a favorite)... Churrasco Chico is it? There are many others, some mentioned here already. (Fogo, R'sC, Papa's, Capital Grille... all expensive but very good.) I would say any of the Tillman F. restaurants are overpriced for the quality, although in the range of good. This includes Vic-n-A's, and didn't they buy that German "Brenner's" on i-10? It used to be really good, but I'm hesitant to go back since he bought it assuming it's now been "Landry'cized". I would agree with those here that say if you're going for good steak, just go where it's good and forget the price this one time. You'll be glad you did. If you can't do that, just go to outback and get the good filet and call it a night.
