As for the low mid-range value for T-Mac, maybe 2K revamped their rating system a bit. I never pay attention to 2K's ratings because I always use Rashidi's ratings instead. Unfortunately, there are some hidden ratings that can't be altered.

I think its happened before. I think there was one game that had him and a big (Duncan? KG?) at above 100 depending on if they were hot. I don't know if its been said or not but the overall rating is NOT an average of all of the skills. If you've ever create a player you can get a general idea of how it works. Different positions get overall ratings boosts for certain attributes. AI has better guard skills (handles, steals, speed) than Tracy who is better at foward things (rebounding, posting, blocking). Its still ridiculous, though.
It makes no sense to rate the rosters in the visual world. 2K rates tmac lower than AI and Melo who were not able to win even one game in the playoffs of recent two years, even though they entered the playoffs. Losing 3-4 and 2-4 is quite different from being demolished with double 0-4. Say, the double A had lost all the 8 games in the playoffs of the recent two years, 07 to spurs and 08 to lakers. Furuther, it's even more ridiculous for the 2k9 operators to rate d wade higher than tmac. You may attribute the heat's gabage season to injuries but how many games did the heat win even with wade? It was not because wade was not capable enough to win one or two games, that's he was not willing to win because he wanted to get more bids for the draft pick. They achieved their goal by taking the 2nd draft pick and selected Beasley, even if they won this season's championship they wouldn't gain any reputation anyway. We give respectation to celtics despite their trash season of 06-07 because KG and Ray n Pierce deserve the championship that they hadn't won. However, wade has fortunately won a ship with shaq and he still dreams of winning another one even at the loss of their reputation. Kg,Pp and Ra had played in the league for 30 years in total by the summer of 07, while wade won the championship in the third year of his career. It's reasonable for the green big3 to chase the championship even though they did something damaging the balance of the league, but d wade seemed a little bit greedy to try losing instead of winning games to chase the 2nd pick. I really don't know why they rate d wade so high..... I would rather buy an x-box and play the nba live 09 made by EA sports.hell the 2K who can just make some gabage games like GTA.
His steal rating is pretty low, and so is Bruce Bowen's. But Shane is a 90 for On-Ball Defense and Defensive Awareness. How he's anything below 99 in those categories is a mystery to me.

Its not fair in real life anyways, lowering the stats of our players is just another way for game makers to make sure "online gaming" is fair. Afterall, Grizzlies in Real life have no chance against the Boston celtics, if the stats are implemented "fairly", then no one is going to pick the new york knicks or memphis grizzlies.

Why would anyone want to pick NYC or Mem in the first place? Unless they are your favorite teams... Everyone who plays online will pick Boston/Det from the east, or any good Western conference team. You won't see any have NYC or Mem, unless they had some good trades online (but i think rosters are reverted when its online play.)
