That guy Venik is not exactly a paragon of accuracy - I remember his Iraq invasion website - his intelligence indicated that not only had the Iraqi army totally repelled the U.S. but they were driving with impunity down I-95 on their way into D.C. The only two who possibly look the same are the guy in the second and fourth photos. I think numbers one and three absolutely show different people.
