the third paragraph specifically talks about it, but not very much detail is given. It basically says the local government should give specific considerations for people whose kids were either injured or died from the earth quake to allow them have more babies, depending on a lot of factors, such as how many kids they still have, the sex of the kids, and the seriousness of the injury. Below I copied the paragraph.

Edit: paragraph 5 says that if a family adopts an orphan from the earthquake, they can still give birth to their own babies. Not sure this is relevant.

 

It definitely says that special treatment/exception will be made to families with casualties of children, though no specific policies were included as it's subject to the explanation of local government. Basically, how the exceptions will be made would dependent on number of surviving children, severity of injury if any surviving. etc.

Personally, all criteria logically reasonable. Practically, I expect the bar to be set lower than normal given the national sentiment and attention.
