The two gay dudes who talk like bad asses and robbed Kramer who was looking after Elaine's cabinet on the street(or whatever that term is which I can't spell). Then, Jerry and Kramer approach them later like they are going to talk bad and get the cabinet back. Then, those gay guys start talking rough to Jerry when both Jerry and Kramer take off running. Then, I believe in another episode Kramer wouldn't wear the AIDS ribbon and these two gay guys with their gay buddies beat the crap out of Kramer. Oh....those episodes were hilarious. Not sure if you mentioned them above....I don't know their names. Haha....ahh.....the memories.
I enjoyed watching Mel Torme serenade Kramer at the banquet for people who were "mentally challenged." That was the same episode with the self-referencing Jimmy.
Yeah, that was Judge Reinhold, the "close talker", but his name on the show escapes me at the moment. x34, I couldn't remember the mechanic's name.

The Maestro!! (Jerry: "I want you to call me Jerry The Great") That guy who called Jerry a phony. His name escapes me..."Man, that Michael Jordan is such a phony" The Jerry, George, and Kramer from the Bizzaro World (can anyone remember their names? I think the Bizzaro Newman was Fargus.)
Man, there are so many: Some obvious ones for me include Kruger, J Peterman, and Puddy. I saw the episode the other night that had Raquel Welch and Elaine was complaining to Peterman about Sam (played by Molly Shannon - she wouldn't swing her arms when she walked) trashing her office. Peterman said something like, "I see that we have here a good old-fashioned cat fight!" Elaine said something and then Peterman said "woof", which led Elaine to say, "don't you mean reow?", and Peterman said, "oh yes! That's the one!" I also liked The Bubble Boy (don't think he was on the list), the Soup Nazi, Sharon (reporter who thought that Jerry and George were gay), Seth (Jerry's old college buddy who wound up getting a job at Kenny Roger's Roasters), that really mean old man that was Jerry's senior citizen, Mr. Pitt, the woman that Jerry would drug so that he could play with her toys, Izzy Mandelbaun, Sr., Slippery Pete, Kramer's friend that made Jerry bootleg a movie, Bookman, that Russian writer that threw the organizer and hit that woman in the head, and finally Newman! Although Newman may not be considered a periphery character, more like a main one...plus Kevin (the Bizarro Jerry), Gene (the Bizarro George), Feldman..."from across the hall" (the Bizarro Kramer), Farkas (the Bizarro Newman), Gillian (Man-Hands), and the guy who lived down the hall from Jerry but Jerry didn't believe that he lived in his apartment buliding...he later dug up his dead parrot, Ferdie, up in the pet cemetary. There are really too many...it just goes to show you how great that show was.
The "Bizarro Jerry" crew was my favorite, probably. Although, Puddy was hilarious: Elaine: "The high-five is so... stupid." Puddy: "You know what's stupid....? You are."
Maundelbaum is my favorite, by far. "Hey string bean. I'm here to whip you into shape. It's go time!" The Library Cop is pretty awesome too.
