I think they have standalone skype phones, but you still need the internet.

I just went through this with my mother and some of her friends who are retired or nearing retirement.

If you are willing to fund the account yourself over the internet, you can use Onesuite. You would pre-pay like $10, then every time she makes a call, money is deducted from the account. I believe you can pay over the phone with a credit card also.

Basically she would call a local phone number, wait for the prompts, then dial the phone number she wants to call. You can set up the account so that there is PINless dialing - it uses Caller ID to verify the account.

Rates are on the web site. Within the continental US is like 2.5 cents a minute, a few cents more for overseas. Rates to Greece are 5 cents a minute to a Greek landline.

    Vonage requires internet access.

How much does she talk on the phone? If the bill is high enough, she should get internet service, and use the connection for a internet phone. She doesn't need to know how to use the internet though. Just need the connection.

Of course, this is predicated on her actually calling enough to warrant the monthly fee.

Otherwise, phone cards are the way to go.
