    Well, if "best" means most powerful, he may be correct.

    If "best" means most effective at exerting his will on the nation, he may be correct.

    If "best" means accomplished the highest percentage of what he wanted to accomplish, he may be correct.

    If "best" means creepiest facial expressions ever, he is definitely correct.

    No......Cheney himself said he will never run for Pres. as a VP incumbent; nor even if he does get elected, he wouldn't want to be President.
