You definitely don't have to be in China to use it. Try each of those ISPs and see which one works. Play around with it. You should also download all of the players listed on the MyP2P page that are going to be showing the game you want to watch. Sometimes one will work when others don't.

During the season i have been using League Pass, i had tried using another users username and password but it didn't work out and he was kind enough to refund me the money i had paid for it. NBA.COM automatically redirects me to the international page and i am able to login with my own username, pay and watch the archived (i'm at work while the live games are on) game. I just hook up my PC to my telly and it's all good. I subscribed to Foxtel for the duration of the playoffs and caught game 1 today on ESPN. Hopefully Fox Sports will show game 2 which is broadcast on TNT so my fingers are crossed. I'm not sure if League Pass shows the playoffs or not, if not then the online streaming programs that others have mentioned are your best bet.

It's crap that are deciding to show the Tampa Bay Devil Rays vs the New York Yankees instead of playoff basketball, or some rerun soccer games. Oh well I guess we should be fortunate they show least one Rocket game every other month, like they have this year, or 2 games in total last season.
