    Staff report

    Published February 13, 2007 11:06 PM CST

A Bartow County couple will go before a magistrate judge today to see if they will be arrested for allegedly stalking a Kennesaw police officer by installing cameras to track neighborhood speeders.

Lee and Teresa Sipple spent $1,200 mounting three video cameras and a radar speed unit outside their home, which is at the bottom of a hill. They have said they did so in hopes of convincing neighbors to slow down to create a safe environment for their son.

The Sipples allegedly caught Kennesaw police officer Richard Perrone speeding up to 17 mph over the speed limit. Perrone alerted Bartow authorities, who in turn visited the Sipples' home to tell them Perrone intended to press charges against them for stalking.

Wow, how is that stalking? They were tired of speeders going by their house all of the time.

How is this stalking...They spent their own money, not to catch cops, but neighbors...He just needs to slow down like the rest of us...

Hell, I have to pay a ticket soon and that pisses me off...The recently enforced law (at least in Arlington) got me when I didn't move over a lane when a cop pulled someone over. Ok, but there was a cop car in front of him with a radar gun, meaning it was a trap, IMO...

You're suppose to mail them a response 15 days after the ticket was written...i tried to call, but the line was busy for two weeks straight...finally talked to someone and they said just mail your response and ticket...I wish I could fight it, but I don't know...

Hard to stalk someone with a stationary camera.

The cop was a neighbor. http://stju.blogspot.com/

Georgia couple catches neighborhood speeder ... a cop

So the couple are in the wrong!

A Bartow County couple is fighting back against neighborhood speeders. Lee and Teresa Sipple live at the bottom of a steep hill outside of Rome and say most motorists ignore the posted speed limit and zoom by their house, endangering them and their 2-year-old son. But now, fighting back could land them in jail. Lee and Teresa Sipple have an upcoming court date to see if they will be arrested for messing with a cop.

“My little boy, I don’t, I don’t want him hurt,” Lee Sipple told Channel 2. Lee and his wife, Teresa are tired of neighborhood speeders. “Not that I’m going to teach my child to play out in the street but when they come off that hill, they’re just cooking! I mean, I’ve got people going 50 and 46, a 42, a 37,” explained Lee.

How does Lee know their actual speed? He went out and purchased a radar. “I’m not trying to get the folks in trouble per se, I’m just trying to slow them down and if they see the radar, they may slow down – but it hasn’t happened yet,” Lee said. So Lee took it one step further. “I mean, and I figured, well as much as I hate to do it…” He and his wife spent $1,200 on cameras that capture the evidence. “A picture is worth a thousand words,” said Lee. “It’s not something I can make up. You can sit here and watch it work, as a car goes by.” Lee has three different cameras trained on the street to catch local speeders red-handed. “Video evidence – same thing as the red light cameras – and I can grab it, print it, send it, e-mail it…” Lee said.

Lee says his most surprising catch yet? A neighbor who ought to know better. “Kennesaw police officer, you know, coming down the hill and running 34 miles per hour in a 25 mile an hour zone.” And Lee says it happens quite often. “Oh, I’ve caught him going 42, 37, going up the hill, down the hill, all kinds of speeds.”

The Kennesaw officer is named Richard Perrone – he declined our request for an interview. Kennesaw police say they’ve talked with the Sipples, but can’t interfere in another county’s business. “We continue to talk to the officer to continue to find out his side, but it’s ultimately going to come down to Bartow County. It’s their jurisdiction for them to investigate it and enforce the traffic laws in their jurisdiction,” said Officer Scott Luther.

Turns out, Bartow County did get involved, when their deputy knocked on the Sipple’s front door. “Lo and behold, she’s there trying to figure out if she’s going to arrest me or not for harassing him,” said Lee. That’s right. Perrone is seeking a warrant in Bartow County Court to have Lee and Teresa locked up for stalking.

“I was under the impression that I wasn’t supposed to be scared of the police, but this officer…he’s trying to poke at me, trying to intimidate me, trying to harass me,” Lee said. “I live here, I can’t retreat, I can’t go no further back. I mean, what am I to do?”

According to the warrant affidavit filed by Officer Perrone, he says the Sipples did harass him by sending his employer multiple e-mails in an effort to get him in trouble. Kennesaw Police say they are investigating and have counseled Perrone before for improperly flashing his badge at the Sipples. A judge will hear Perrone’s stalking application February 14.

How does it help knowing how fast a car was going when it splattered your kid?

They sent the letters and e-mails to the Kennesaw police where the cop worked, not to the Bartow police where they lived and the speeding took place. It sounds like they are harassing him by sending letters to his employers to make him look bad.

They sound like bored hillbillies picking on the cop. Not to mention going 34 in a 25 zone is totally reasonable. 25 mph is a joke in my opinion.

Right on, brother. I've been meaning to get me a pair of bell bottoms. I hear that the bigger they are, the groovier I am. And I'm all about groovy. That new Pontiac Trans Am that Bandit drives is far out, man.

    Peace

Yeah, I mean what kind of parent would actually take action when some jerk is speeding down their street? I mean, they could be missing something on TV! *gasp*

A better and cheaper solution would be a couple of bags of cement to rough up the road and force people to slow down.

40 mph is perhaps a bit fast, but 25 is too slow.

That's the point. Read it again man.

They DIDN'T take action to do something about the speeding. They didn't notify the cognizant police department. Instead they wrote to the department at which the cop worked. Clearly their interest was just to mess with him, otherwise they would have contacted someone that could actually do something about the speeding.

I would argue it would make sense to talk to his employer prior to calling the cops on a cop.

Whatever - the cop in question obviously realized what an idiot he was being, judging by the retraction.

Not that I'm not a frequent speeder myself, but the laws of physics and reaction times would tell you that even at 25 mph, considerable damage can be done, both to things that are hit, and occupants of the car.

I know this because I just took defensive driving. Your reaction time alone can take 1/2 a second or more, then you have to decide what to do, then do it, then physics come into play with braking distances or swerving capabilities.

BTW, if anyone has to take that, go here: www.getdefensive.com - it is really really really really easy.
