I remember having software that would burn, rip, and allow you to mess with play speeds of music files on your computer and then record them so you could essentially 'screw' music yourself or make 'chipmunk' versions of songs you had. Anybody got any good suggestions for software capable of this?

I don't DJ at all, but there's got to be some DJ software out there to do this.

Otherwise, pass on the Fruity Loops, it's interface is too much to do what you want to do. Maybe Sony Acid? It's really made for loop-based samples, but it lets you instantly change the pitch and speed of each track, so this might work. I just worry about putting in entire songs instead of a 5-second loop, it might take a lot more time for the program to process the change. Or maybe it does it in realtime?
