I am trying to upload my index page to my website using SmartFTP, the problem is when I upload my page it shows it is there fine but when I got to my website it shows the old code that was deleted. Why is that?

Refresh it. It may be caching it

If refreshing doesn't work, make sure you are uploading the correct index file. You might want to name the new one index2, upload it, then delete index and rename index2 to index.

On many occasions I have uploaded what I thought was a new file only to find it was the old one.

I tried completely deleting the index file from the server and when I did that I returned to see if I would get a page that shows all my folders and files with in those folders but I got the same old webpage. This is really weird.

OK, I did that but it won't let me rename index2 to index. It keeps saying Rename/Move failure.
