Haha. I majored in Street Fighter II in college. I have played in Street Fighter tournaments. The answer to the question is Guile without a doubt.
versatility it has to be ryu/ken. they have long range attacks, short range attacks, counters, etc. there's a reason why they were the main characters. as for the BEST player? it's hard to say. I've seen Youtube clips of guys using ken getting their asses handed to them by players using chun li. if you can master one single player, that would be the best player.
