Do you have proof that he's "indiscriminantly" launching rockets at civilians?

Also, could he be technically called a 'war criminal'?

Well, I would say yes because of how he is leading an "Army" in raiding attacks into another country. He is targeting civilians etc.

Then again, he is nothing more than a terrorist. Can a terrorist be war criminal?

Since he's not part of a state action, he cannot be a war criminal. So sayeth Hayes.

The rockets they are firing can't don't have smart targeting systems, so they are inherently indiscriminant.

Not in my opinion because a war criminal has to be a state actor. I was just advancing what one would argue if they were to declare him a war criminal as the posts at the beginning of the thread were asking what rationale could be used to label him as such.

Bush, and Blair are war criminals. The Prime Minister of Israel, Olmert and the head of Hezbollah are war criminals, too. Gwayneco enthusiatically supports war criminals, but doesn't seem to support the head of Hezbollah despite the fact that he is a war criminal.
