    I would consider him more of a criminal along the lines of a mafia boss. War criminal is usually reserved for a head of state or other government/military official.

    Indiscriminantly launching rockets into civilian areas. That might be one argument for it. Using civilians as human shields might be another.

    If you consider Nasrallah an official of the Lebanese goverment, then yes, he's a war criminal.

    If you don't, and Hizbollah is seen as...an independant group that answers to no one, then he's a terrorist.
