I would consider him more of a criminal along the lines of a mafia boss. War criminal is usually reserved for a head of state or other government/military official.

If you consider Nasrallah an official of the Lebanese goverment, then yes, he's a war criminal. If you don't, and Hizbollah is seen as...an independant group that answers to no one, then he's a terrorist.
