Dictator, King, Prince, some form of military rule, whatever the title is, as long as they're genuinely pursuing the collective interest of their people. Do you mean which countries I would rather remain under their current leadership? I would put Pakistan and Saudi on that list. As for countries I am not sure would/have benefited from democratic rule, that's a somewhat longer list, and I would include Russia on that list. What I am saying is you can't tie 'good governance' to democracy, sometimes having a good, stable, wise leadership to lead your country is more beneficial than experimenting with democracy.
