O man, that sucks. I thought it was every year. That would've been really helpful to organizations across the board.
even it it was every year it wouldn't give us salary cap relief. the amnesty only affected luxury tax payments, you don't have to pay a dollar for dollar match in luxury taxes on that waived contract, but it still counts on the cap. since we won't be paying luxury tax, I doubt Les would waive Howard and pay him big money to play for another team.
