My 8 team system above fixes that. If you are from a lesser D1 conference and go undefeated but fall outside of the top 8 BCS ranking you have a "play in" at the 8 seed's place around Dec 15. (if there are two such teams they play at #7 and at #8 etc). No one can say any team doesn't have a chance in this approach and it should take away 99% of legit gripes. Every small conference undefeated team would qualify, and more than likely every 1 loss team from a major conference would qualify. After that (2 losses in a big conference--like OSU this year, 1 loss in a small--like TCU this year) you can take your chances and see where the cookie crumbles, but nobody can say those teams couldn't have done more with their seasons to make their case.
