To make myself perfectly clear, I never went to the extreme as to deporting any immigrants who don't speak English. No, I am not advocating any of that. What I observe is many of those heavily immigrant-dwelled communities have some sort of resistance (maybe reluctance is a better word) to put ESL programs on high agenda. It is actually to their advantage to learn quickly a new language which is used daily in the new country they are inhabiting. But because it's never required, they don't feel the need to learn. All I am asking is for them to acquire some basics, which I think is as about as difficult as *forcing* an American to use chopsticks in eating food. I understand it could be tough for some folks, especially the older generation, but there are so many ways to make it fun to learn a new language. I feel the efforts and incentives in the immigrant communities to learn English are quite inadequate, to say the least. Personally, I think "encouragement" is not a very effective approach. IMO, "Requirement", for what it worths, is not the goal, but the means.
