This guy called the cop on the oh so innocent 19 year old girl that just can't figure out the under age drinking law. BTW, I think that the 3 strikes underage drinking law in Texas is bunk. Achebe, Hopefully she has caught a "clue" after this latest incident. If she gets a third strike, just stupidity on her part. She has the connections to get her liquor for consumption in private, but the fun is being amongst friends while partaking. Consume in private and have little risk of legal troubles or continue to party in public and perhaps get caught again. Such a big decision for one so young. I didn't know there was a three strikes underage drinking law until this dust up with Jenna. From what I understand of the law, it doesn't sound like something I support. Chuy's workers questioned over serving minors By ARMANDO VILLAFRANCA Copyright 2001 Houston Chronicle Austin Bureau AUSTIN -- The Texas Alcoholic Beverage Commission is investigating Chuy's restaurant to determine how one of President Bush's daughters and another 19-year-old were served alcohol last week. "They served two minors, and I want to know why," said Capt. David Ball, TABC enforcement supervisor in Austin. Ball said investigators are questioning restaurant employees about the May 29 incident to determine what identification Barbara Bush used to get a margarita or whether she was even asked for identification. Bush and Jesse Day-Wickham, both 19, were cited by Austin police for possession of alcohol by a minor, a Class C misdemeanor that carries a $500 fine and a 30-day driver's license suspension. The legal drinking age in Texas is 21. Police also cited Barbara's twin sister, Jenna, for misrepresentation of age by a minor. They accused her of using someone else's identification to order alcohol at the restaurant. Ball said the investigation of Chuy's has been difficult to conduct. "Everybody's too scared on this thing to talk," he said, referring to the media attention generated by the Bush twins. Commission investigators have obtained only a single statement from a restaurant employee and were having difficulty getting more information, Ball said. TABC investigators want to determine if all restaurant employees are certified under Texas' seller-server program. The program encourages retailers to have their employees trained to identify intoxicated customers or minors. If retailers mandate the program for their employees, they are freed of liability if an employee violates an alcohol-related law. Ball said the employee can be charged but the retailer would retain its liquor permit. However, if more than two chargeable incidents occur in a year and the retailer is shown to encourage noncompliance, then the state can move to revoke its liquor license. Ball said all employees must take the seller-server class to be in compliance. So far, he said, investigators have determined only that the employees who waited on the Bushes and their friends were seller-server certified, including the manager who dialed 911. Also on Tuesday, a co-owner of the popular Austin eatery said employees should not have dialed 911 when they alleged Jenna Bush was using someone else's ID to order alcohol. "We believe that we made a mistake in calling the police in this matter, and using 911 was a mistake. You don't use 911 except for in emergencies," John Zapp told the Associated Press. Zapp said the incident has generated "overwhelming" response from around the world. Looks like this may have backfired on Chuy's. They should have told Jenna no, and leave it at that. If Jenna is as naive as she leads on to be, she would have been caught another way.
