yes Keloids can grow in many forms, but correcting them through creams is not likely going to do it...you need surgery [sometimes even that is not enough due to the loss of basal regenerating cells in the area].
That's definitely a keloid, probably from acne as an adolescent (b/c he has them on both sides of the face). Unfortunately surgery doesn't usually work that well, especially on the face. Since a keloid is an overgrowth of scar tissue, when it is surgically removed, more scar tissue can form (and the keloid can sometimes come back).
Because of his "condition", I've taken to calling him "Meatface". This is, of course, done in an extreme sense of fondness and good-natured ribbing. However, sometimes I say it in anger when he leaves a fastball high in the strike zone and right down the middle.
