Not really enough information presented here to draw the conclusions that the authors draw.

For one thing we can't know that this is unique to the South - Since this study was limited to North Carolina, it's impossible to make any conclusions about the rest of the South. It's also impossible to know if even North Carolina is significantly different than death penalty states outside the South since they were not studied.

Why does the article say in the first paragraph that whites are more likely to get the death penalty if it says the opposite in the following paragraphs?

I was confused by that, too, because it's a poorly constructed paragraph. But the study was about the race of the victim, not the race of the person getting the death penalty. So, the first sentence is saying that a person who kills a white person is more likely to get the death penalty (regardless of the race of the murderer) than a person who kills a black person (regardless of the race of the murderer.)

I had to read it two or three times before I finally made sense of it (but I'm slow, so I have problems like that a lot).
