Federal funding for homeless in Harris County halved Copyright 2001 Houston Chronicle Federal funding for homeless programs in Harris County has been reduced by almost half, prompting serious concerns among agencies that provide shelter, job training and other services to homeless people. Funding for homeless programs nationwide, announced by President Clinton Dec. 23, increased to a record $1 billion. But support for programs in Harris County and throughout Texas was sharply reduced. In Harris County, funding for homeless programs dropped to $6.6 million this year from $13.1 million, officials said. "A lot of new programs that we felt were badly needed" were not funded, said Pam Williford, executive director of the Coalition for the Homeless of Houston/Harris County Inc. Programs in other parts of Texas fared even worse. Galveston and surrounding counties received no funding, while Jefferson County and surrounding counties received $75,000, said U.S. Rep. Nick Lampson, D-Beaumont. "The drastic cut in funds . . . will greatly diminish the help provided to those most in need within my district and throughout Texas," Lampson wrote in a letter to Andrew Cuomo, secretary of Housing and Urban Development. Among the affected programs in Houston is a job training program operated by the SEARCH homeless agency. Sandy Reese-Kesseler, executive director of SEARCH, said the $100,000 reduction will force the agency to serve fewer clients in what she called "one of our most successful programs." Federal officials said much of the reduction in Harris County was due to a Congressional mandate that 30 percent of the homeless programs funded by HUD include a permanent housing component.
