If the popular vote was that close -- and mattered -- then yes, a full recount of the country would probably be in order. Bush's 0.008% lead in Florida is well within the margin of statistical error from automated counts. Notice that the first automated recount changed the margin by 0.025% However, Gore currently leads Bush nationally by 0.25%, or about 30 times the current margin in Florida. In equivalent terms, the Florida margin is like a 8,000 vote lead nationally. Similarly, the national margin is like a 15,000 vote lead in Florida.
