Cuba has been Rubio's prize for his entire political career. It's the raison d'être for a huge bloc of the Florida GOP. Like many things, I don't think Trump cares about Cuba. It's an impoverished island that hasn't represented a genuine threat to the US since the fall of the USSR. But, Trump is transactional and he knows that Rubio wants this so he'll do it for him.

Had it not been for the leftists, such as those in this forum, Cuba would be a wealthy country, relatively speaking. With their endless beaches and idyllic weather, they would be a tourist mecca.
