Much of Europe (even to an infuriatingly small extent: the US), Canada/Aus/NZ: the socialism part not the collectivism part, btw.

 

which european governments have had successful socialist governments?

 

Gotcha Question! No European country, since the fall of the soviet block, has had a pure socialist government.

Much like the USA has never had a pure capitalist one.
