Just before the shutdown, DHS announced they were cutting 86% of homeland security funding from New York state--$230 million down to $30 million. That reduction will severely restrict NYPD, FDNY, and State Police anti-terrorism efforts, including intelligence, preparedness, and planning.

I guess it's a good thing NYC is not a symbolic target for terrorists and has never had any issues.

Oh, wait. New York has been attacked twice as many times as any other state and it seems some of those were quite bad.
