When there are no consequences for negative behavior, it continues or escalates? Who could possibly have predicted that?

    Democrat run cities.

Their problems stem from ridiculous public sector compensation packages, pensions and post employment costs.

Who could have known letting public sector employees retire after 25 years in their late 40s and then promising to pay 1/2 their salary and healthcare until they die would be a fiscal disaster?

They can also say their cities are safer if they don't arrest criminals thus less reported crime- I mean I guess that makes sense even though it really doesn't.
