The rainy day fund is completely full at $28.5 billion. That's the current cap. Revenues that continue to pour into it spill into the General Fund now. So, on the one hand, there is plenty of money in the fund to address infrastructure if we wanted to. On the other hand, because of the cap, we will start having more money in the General Fund to spend on stuff and we can leave the rainy day fund for emergencies if we want to. Either way, as I said earlier, Texas doesn't have a revenue problem. It has a problem with willingness to spend.
I will agree to a small state income IF they rework the property taxes. Right now it is fcking ridiculous with the prices of homes...it needs an overhaul.
