Men see "underage" (whatever that means) women/girls as very ****able. Men hate it when other men see their "underage" daughters as ****able. It is a real conundrum.

As a general principle, laws restricting what people do in their personal life seem like they should be exercised at the lowest effective level of government, if the government should be involved at all. There is no “right” setting of age of consent laws. They reflect cultural norms, and there is some arbitrariness to any such law. It’s one thing when we’re talking about protecting people’s rights. That’s appropriate at the federal level. But these laws aren’t that — they are actually taking away individual rights in a way we as a society deem to be acceptable to protect minors from exploitation. For those reasons, I think it’s reasonable that that these laws are localized rather than imposed at a national level.
