    You can't prevent flash floods but you can help mitigate the damage in the future, especially in areas that flood over and over again, or have now become one of the rising areas around the country where flooding of this past decade didn't even exist before. Here's just one of many examples. I'm sure there are plenty more recent ones...

    Case Study: The Capitol Region Watershed District in Ramsey County, Minnesota

    The Capitol Region Watershed District in Ramsey County, Minnesota, selected different types of green infrastructure to address localized flooding and phosphorus loading. Selected types included:

    Rain gardens
    Underground infiltration trenches
    An underground storage and infiltration system
    A regional stormwater pond

    As of 2010, the infiltration trenches reduced runoff volumes by 77 percent, the rain gardens reduced runoff volumes by 88 percent, the underground storage and infiltration system reduced runoff volumes by 100 percent, and the pond reduced runoff volumes by 5 percent. Installing green infrastructure—at an estimated cost of $2 million—was more cost-effective than installing an all-gray infrastructure alternative, estimated at $2.5 million for a new 60-inch diameter storm sewer pipe.

    The sad part is that thousands of the researched infrastructure projects meant to help tackle this problem had their grants cancelled this year, and all future projects will be denied, even though it can save lives and cost 15 times more to repair vs prevent after the damage is done.

    Along with practices that temporarily store large volumes of stormwater (such as ponds or retention practices), green infrastructure can also help prevent stormwater from overwhelming pipe networks. Examples of green infrastructure that enhance infiltration (e.g., permeable pavements) and reduce flooding include rain retention (e.g., rain gardens, bioswales).

    You can also just not build in known flood zones and/or evacuate during inclement weather.

    Flash floods in texas is nothing new. When I was a kid in the 80's, it was hammered into me to be extremely cautious of flash flooding.

    He was basically overly aggressive about things, and got tossed......a few of us know him IRL - same for others here, but things in this world have changed and divided former friends as things got magnified...

    It is good he is gone, I was gone for a year, and I deserved that too.

    This is what happens when you have an idiot for a leader of our country who doesn't believe in science, and puts his ICE Barbie in charge of FEMA.

    Trump is preparing to deal another blow to weather forecasting in his spending plan for next year, which would cut funding for NOAA by another $2 billion, or 27 percent. On the chopping block would be the agency’s entire scientific research division, one of the world’s premier weather and climate research centers, preventing the creation of new weather forecasting technologies.

    Ten laboratories across the country are also slated to be closed, including the National Severe Storms Laboratory in Norman, Okla. Founded in 1964, the lab created a tool to improve the accuracy of flash flood forecasts across the country — the same tool that correctly predicted the Guadalupe River’s rise after the floods hit Central Texas.

    Trump also wants to shutter the Atlantic Oceanographic and Meteorological Laboratory in Miami, which deploys “hurricane hunters,” or specialized aircraft and crew members who fly directly into storms to collect critical data like wind speed, temperature and humidity. Forecasters use this data to predict a storm’s intensity and where it is likely to make landfall.

    “The proposed NOAA cuts would mean a generational loss in hurricane forecasting,” said Michael Lowry, a hurricane specialist and meteorologist for WPLG Local 10 News in Miami.

    they didn’t want “Biden’s money” and were calling him anti-American and a communist

    Biden was giving them that money to help improve their community, and all he got was derision and ridicule

    Trump’s regime decimated the NOAA and took 3 full days before they finally got around to approving aid, but will these stupid mindless drones call Trump anti-American?

    They ultimately did take “Biden’s money,” but did they use it to improve the alarm system and disaster response like they should’ve? Did they use the money for its intended purpose? No. They used 7 mil of it for freaking police and fire fighter radio communications, the cops then used 1 mil to raise their salaries, and then other county positions used the rest to increase their salaries as well. U can’t make this sh*t up. They basically did all that yapping about not wanting a Democrat’s money, then took it anyways to enrich themselves while the residents of Kerr county applauded because they got what they wanted.

    all the dumbasses that were talking about “Couch 2024” and both parties are the same…talking about how their vote doesn’t matter

    U see what happens when republicans have power? They make decisions like this and screw over everybody

    now they’re begging for FEMA, the very same agency republicans want to defund and destroy…

    I just looked it up, and the Kerr county police force only has just 59 active duty deputies

    these bastards took 1 million dollars to increase their salary and enrich themselves…

    meanwhile, not a dime of “Biden’s money” spent on improving the flood warning system which would help every single person in that county

    they won’t take Biden’s money to improve the community, just to put more money in their pocket

    republicans are the most selfish people on this earth, my god

    But it probably won't matter in God's Country. Money and help for the people or **** the Dems! We know which way it's going to go. It doesn't hurt enough, especially with Medicaid cuts coming in after midterms.

    The San Antonio river walk is right here because of flooding problems. They built a bypass to avoid future problems.

    The atmospheric moisture fueling the rain is flowing from oceans that have been unusually warm near the United States, Europe and eastern Asia, causing global subtropical ocean temperatures to reach record highs.

    But what happens in the ocean doesn’t stay in the ocean.

    Evaporation from the warm waters is sending unusually high levels of atmospheric water vapor across wide swaths of land in populated parts of the Northern Hemisphere, including the central and eastern United States.

    Water vapor is fuel for storms. When vapor condenses into clouds, it releases heat energy, causing storms to intensify. Weather systems that have more of this fuel can produce more rainfall.

    Flooding rainfall is a normal part of summer weather in the United States, but the number of floods reported so far during July is the highest in more than a decade.

    There have been 1,203 reports of flooding across the country, more than double the average of 563.

    Those fools will keep saying that too, even as the oceans get warmer and warmer, heat records keep breaking, and natural disasters, floods, fires, droughts, and storms become more and more frequent and intense. The sad part is that they are fed so much propaganda and lies by those who have more to gain financially by spreading the word to the ignorant and easily manipulated and brainwashed Republican party die-hards, that global warming is a hoax. Why do you think Trump has his own social media platform? Mass dissemination of propaganda and lies. The hypocrisy of it all is the name of the platform. The funny part is that he only calls his MAGA supporters "stupid" when they dare to ask for proof.

    Remember that big earthquake in Turkey? You know, that country where one of our best players hails from? Much of the response capacity, including search and rescue teams, as well as aid sent to the hardest hit areas was delivered through the UN's Office for the Coordination of Humanitarian Affairs (OCHA). OCHA also coordinates NGOs--like Doctors Without Borders--in high conflict areas and war zones, giving them the protection of the UN. In the recission bill, the US contributions to that office and UNICEF are zeroed out.

    That means for the next international disaster or armed conflict, people will die in rubble or starve in hard to reach areas that would not have before this bill.

    Add it to the death count.
