It's about not wanting to blink first, either the NFL or the Players. They all know they will settle, but no one wants to be the one to set the standard. In a way, Houston set a new standard by signing Higgins (34th pick) to a fully guaranteed Contract. But the NFL does not want to follow suit including Houston with it's other 2nd round pick in Ersery (48th pick). Personally, considering the value received from early picks, I'd just guarantee them.
How about drops per pass thrown? Also, a "drop" can be measured differently by different people. And Stroud wasn't as accurate last year because he was constantly under pressure.
